AFFORDABLE FINANCING FOR FORTIFIED ROOFS, ENERGY EFFICIENCY, AND RESILIENT HOME IMPROVEMENTS
The FORTIFIED RE-UP Loan Program, powered by Finance New Orleans and the Solar and Energy Loan Fund (SELF), helps homeowners and landlords finance FORTIFIED Roofs™, energy-efficiency upgrades, and storm-resilient home improvements that strengthen properties and reduce long-term housing costs.
Through support from the City of New Orleans Housing Trust Fund, Finance New Orleans is lowering borrowing costs and expanding access to affordable financing for homeowners and landlords who want to protect their properties from hurricanes, high winds, flooding, and rising energy expenses. The program combines flexible financing, resilience-focused improvements, and trusted contractor partnerships to help New Orleanians invest in safer, stronger, and more sustainable homes.

FORTIFIED Roofs™ are designed to exceed standard building practices and provide greater protection against hurricanes, high winds, and severe weather. By investing in a FORTIFIED Roof™, homeowners and landlords can reduce future storm damage, improve property durability, and potentially lower insurance costs while protecting their investment for years to come.
PROGRAM BENEFITS
1. Up to $25,000 for a FORTIFIED Roof™
Eligible homeowners and landlords may receive financing assistance of up to $25,000 to install a FORTIFIED Roof™, helping reduce storm damage and improve long-term property resilience.
2. Reduced Borrowing Costs Through HTF Support
Housing Trust Fund investments help lower financing costs, making resilience improvements more affordable and accessible for households that may not qualify for traditional grant programs.
3. Flexible Financing for Home Hardening Projects
Finance critical improvements that protect your property, improve energy performance, and strengthen your home against severe weather.
4. Trusted Local Contractor Network
Work with approved contractors and FORTIFIED-certified roofing professionals who understand resilience standards and quality installation requirements.
5. Inclusive Underwriting
No minimum credit score is required. Eligibility is based primarily on income stability and ability to repay, expanding access to financing for more New Orleans residents.
Eligibility Qualifications & Terms
Who can apply:
- Owner-occupied homeowners
- Small landlords
- Orleans Parish property owners
- Property owners seeking resilience and energy-efficiency improvements
- Immediate family members may co-apply
INCOME & CREDIT REQUIREMENTS:
- Proof of stable income
- Current property taxes and mortgage payments
- No bankruptcy within the previous 12 months
- No minimum credit score requirement
- Additional underwriting requirements may apply
LOAN DETAILS:
- Loan Amounts: $3,000–$25,000 (up to $50,000 for solar products)
Up to $25,000 available for FORTIFIED Roof™ projects through Housing Trust Fund support - Fixed monthly payments
- Flexible repayment terms based on project scope and financing structure

- High-efficiency HVAC systems, Heat pumps, Energy-efficient appliances, Insulation and air sealing, Smart home controls, LED lighting
Renewable Energy Improvements
- Solar panels, Battery storage systems
Storm Resilience Improvements
- Impact-resistant windows and doors, Home hardening measures, Flood resilience improvements, Weatherization projects
Health, Safety & Accessibility Improvements
- Accessibility modifications, Plumbing and sewer upgrades, Water-saving fixtures, and other approved property improvements

2. Connect with a Contractor
Work with an approved RE-UP contractor to plan your project and obtain estimates.
3. Project Review & Loan Approval
The contractor submits your project scope and cost for loan underwriting with SELF.
4. Finalize Your Loan
Review and sign your loan documents. SELF will handle payment directly to the contractor.
5. Install and Enjoy Your Home Upgrades!
Your contractor completes improvements that make your home safer, more efficient, and more resilient.

The Solar and Energy Loan Fund (SELF) is a nonprofit community development financial institution that provides affordable financing for energy efficiency, resilience, and sustainable home improvements.
As Finance New Orleans’ lending partner, SELF provides loan underwriting, origination, servicing, and contractor network support to help residents access affordable financing for projects that improve home performance and resilience.
